Police hunt for Bolton man wanted in connection with murder

POLICE have renewed their appeal for information in their hunt for a Bolton man wanted in connection with the cold-blooded murder of a shop worker.

Tanveer Akbar fled the country at the time of the killing — but there have been reports the 32-year-old is back in Bolton.

The police appeal to find him comes after another man, Arfan Rafiq, was found guilty of killing shop worker Nasar Shazad after a re-trial at Manchester Crown Court.

Despite police efforts, Akbar, formerly of Castle Street, Bolton, has never been arrested.

The killing took place after tensions between rival Bolton gangs escalated and criminals from Oldham were brought in to deal with the dispute.

Akmal Afzal, aged 26, of Bradford Street, Bolton, has previously been convicted of assisting an offender and possession of a prohibited weapon and was jailed for seven years.

Rafiq, aged 27, of Herron Street, Oldham, was originally convicted of murder and jailed for life but successfully appealed his conviction and was tried again.

He has now been found guilty of manslaughter and possession of a prohibited firearm after a three-week retrial and sentenced to 16 years in prison.

Rafiq was one of five men originally convicted following the fatal shooting of 27-year-old Mr Shazad — also known as Nasar Hussain — who was the victim of a gun attack at the Brookhouse Wines store in Salford in 2009.

Just before 8.50pm on July 4, 2009, Mr Shazad was standing behind the counter serving a customer when he was shot by Simeon Henderson, aged 30, of no fixed address.

Henderson, who was jailed for 15 years for the murder, fled in a Mazda Xedos, driven by Ryan Manning, aged 24, of Bird Street, Higher Ince.

Manning was convicted of manslaughter and ordered to serve a minimum of eight years before being eligible for parole.

Afzal was waiting in a taxi and drove Henderson back to Oldham.

Officers are also appealing for help in tracing Mohammed Safdar, aged 32, formerly of Pitt Street, Oldham.

It is thought both Akbar and Afzal initially headed for Islamabad, Pakistan.

Senior Investigating Officer Det Chf Superintendent Mary Doyle said: “More than three years on, we are still trying to deliver justice for Nasar’s family by tracing two men who are still wanted in connection with the murder.”

A growing number of white people believe they are the victims of racial prejudice in Britain, official research has found.

Almost one in three – 29 per cent – said they now expected to be treated worse than other races by key public services.

And the number of whites claiming to have been refused a job or discriminated against at work for reasons of race has doubled in the last five years, according to the Government study.

Seven per cent believed they had failed to win a promotion because of their race, up from three per cent in 2003.

Three per cent alleged they had been turned down for a job for the same reason, up from one per cent.

In addition, the study reveals that most ethnic minorities living in Britain feel stronger ties to the nation than whites.

One in six white Britons feel only a slight sense of belonging to the nation.

Whites also now feel less able than other ethnic groups to influence decisions affecting their local area and the country as a whole.

For example, 41 per cent of black African, 36 per cent of Bangladeshi and 35 per cent of Indian people feel they have a say in decisions affecting Britain, compared to 19 per cent of white people.

The survey of 15,000 people – ordered by Communities Secretary Hazel Blears – is likely to prompt a fierce debate about the disillusionment of the white majority.

The Tories blame Labour’s race relations strategy.

Tory communities spokesman Baroness Warsi said: ‘It’s no wonder more people feel there is an increase in racism when Labour’s multicultural industry is forever talking up what divides us rather than concentrating on what unites us.’

The research found that overall, whites are more likely than those from ethnic minorities to believe that racial prejudice and discrimination is getting worse.

Fifty-eight per cent said they believe there was more racial prejudice now than five years ago, compared to 44 per cent who were interviewed in 2001.

The figure for ethnic minority communities has hardly changed, at 32 per cent.

The survey found that 29 per cent of white people expect to be treated worse than other groups by at least one of eight public services, including the police, prisons, courts, Crown Prosecution service, probation service, local housing organisations, schools or GPs.

Whites identified council housing departments or housing associations as the most likely to discriminate against them.

The proportion of members of ethnic minority groups who expected to face discrimination from one of the eight bodies fell from 38 per cent in 2001 to 34 per cent.

But it remains higher than for white people in many categories, particularly the police.

Tory MP Greg Hands, a member of the Commons communities and local government select committee, said: ‘It’s a dangerous phenomenon if any part of the population feels they are being systematically discriminated against.’

Overall, 84 per cent of people felt they belonged strongly to the country, including 45 per cent who said they belonged very strongly.

However, nine out of ten Pakistani and Indian people said they felt a strong sense of belonging, compared to 84 per cent of whites.

Witness appeal following sexual assaults

Police are appealing for witnesses and the victims of two sexual assaults in the Arndale Centre, Manchester city centre.

Sometime between 11.30am and 12pm on Thursday 13 September 2012, four women were sexually assaulted in TK Maxx.

Two of the victims came forward and reported the incident to police however, following CCTV being studied, two other women were identified.

One woman is described as being white, in her 20s, had long brown hair past her shoulder and wore a navy blue jacket, jeans and was with a woman with blonde hair.

The second woman is describe as being white, in her 20s, long dark hair past her shoulder, wore a denim navy blue jacket, black t-shirt with a white skull and cross bones on the front, black jeans and was pushing a pram with a baby in it.

Detective Constable Mike Keogh from North Manchester CID said: “We have looked at CCTV following the incident and it is clear two further women were sexually assaulted. I would ask these two women or anyone who witnessed the assaults to come forward and contact police.”

Asian sex gangs were able to groom, pimp and traffic girls across the UK for more than a decade while authorities failed to publicly acknowledge the problem was happening, confidential documents reveal today.

A dossier of internal police, social services and intelligence reports shows that agencies in South Yorkshire were aware that vulnerable girls were being abused, but a catalogue of alleged crimes were not prosecuted.

In one case, a white girl who was sexually abused by an Asian gang from the age of 12 was offered lessons in Urdu and Punjabi by her local council after her ordeal.

Rotherham Council proposed the lessons to the girl, who was known by social services to have been sexually exploited, in an attempt ‘to engage’ her in education.

The documents show that authorities were aware of a problem of offenders, largely men of Pakistani heritage, sexually exploiting vulnerable girls, but never publicly acknowledged that it was happening.

A child welfare expert, speaking under condition of anonymity, said the agencies’ reluctance to tackle street-grooming networks was ‘the biggest child protection scandal of our time’.

The papers, whcih emerged today outline many cases of alleged sexual exploitation for which no one was prosecuted, including:

  • Fifty-four children from Rotherham were linked to sexual exploitation by three brothers from a British Pakistani family. Eighteen girls identified one brother as their ‘boyfriend’. He allegedly made several of them pregnant.
  • An intelligence report for police identified 61 girls who were linked to sexual exploitation by three brothers from another British Pakistani family. It named 41 of the brothers’ associates, who allegedly used girls for sex.
  • A 14-year-old girl was allegedly held in a flat and forced to perform sex acts on four Pakistani men and an Iraqi Kurd asylum seeker. She was interviewed by police on camera and identified her alleged abusers.
  • A 15-year-old girl spent days in hospital after a broken bottle was allegedly forced inside her by two young men in a park.
  • After neighbours heard screaming, a 13-year-old girl was found at 3am in a house with a large group of men who had given her vodka. Police arrested the child for being drunk and disorderly but did not question the men.

Among the papers is a confidential 2010 police intelligence report warning that thousands of sexual exploitation crimes are committed in South Yorkshire each year.

‘Possibly the most shocking threat is the existence of substantial and organised offender networks that groom and exploit victims on a worrying scale,’ the report states. ‘Practitioners throughout the force state there is a problem with networks of Asian offenders both locally and nationally.

‘This was particularly stressed in Sheffield and even more so in Rotherham, where there appears to be a significant problem with networks of Asian males exploiting young white females.’

The report, seen by The Times, states that such groups are believed to have trafficked victims to other cities and towns, including Bristol, Manchester, Birmingham, Bradford and Dover.

Another confidential 2010 report, for the Rotherham Safeguarding Children Board, warns against drawing too much attention to the ethnic origin of the alleged abusers.

It states: ‘Great care will be taken in drafting…this report to ensure that its findings embrace Rotherham’s qualities of diversity. It is imperative that suggestions of a wider cultural phenomenon are avoided.’

The documents indicate that sexual exploitation of young girls has been a long-running problem in South Yorkshire.

It is understood that, as long ago as 1996, a social services investigation in Rotherham found concerns that girls at residential care homes were being forced into ‘child prostiution’ by a small group of men.

Two years later, as many as 70 girls from the town were said to be involved.

More than a decade passed before police in Rotherham mounted their first major investigation into a grooming network in the town.

In 2010 five men were given jail sentences totalling 32 years after being found guilty of a range of sexual offences.

During a trial at Sheffield Crown Court, jurors heard how the men developed relationships with three teenage girls, having sex with them in cars and parks in the Rotherham area.

The girls believed they were in relationships with the much older men.

Rotherham MP Denis MacShane said: ‘The sexual violation and commercial exploitation of young girls by older men is a growing problem and needs far more public policy attention.

‘The Rotherham police exposed, arrested and broke up an evil gang of internal traffickers who were sent to prison.

‘But it is clear that the internal trafficking of barely pubescent girls is much more widespread and I regret that the police did not tell Yorkshire MPs about their inquiries.

‘We need clear leadership from government to eradicate this evil.’

The problem rose to prominence in January last year after former Home Secretary accused some Pakistani men of seeing white girls as ‘easy meat’ for sexual abuse.

He said at the time: ‘There is a specific problem which involves Pakistani heritage men… who target vulnerable young white girls.

‘We need to get the Pakistani community to think much more clearly about why this is going on and to be more open about the problems that are leading to a number of Pakistani heritage men thinking it is OK to target white girls in this way.’

He added: ‘These young men are in a western society, in any event, they act like any other young men, they’re fizzing and popping with testosterone, they want some outlet for that, but Pakistani heritage girls are off-limits and they are expected to marry a Pakistani girl from Pakistan, typically.

‘So they then seek other avenues and they see these young women, white girls who are vulnerable, some of them in care… who they think are easy meat.

CHILLING ECHOES OF ABUSE BY SEX GANG IN ROCHDALE

The revelations about sexual exploitation in Rotherham echo the activities of a street-grooming gang which preyed on dozens of young girls in Rochdale, Greater Manchester.

Nine members of the group, including ringleader Shabir Ahmed, 59, were jailed for a total of 77 years by a judge at Liverpool Crown Court in May.

An 11-week trial heard that the men would target vulnerable teenage girls and pass them around for sex.

If the girls did not submit, they were plied with cheap vodka and raped.

It emerged during the trial that police and social services had missed opportunities to stop the abuse.

Ahmed, pictured above, was jailed for 19 years for his role in the street-grooming ring.

In August he was given a separate 22-year prison term, to run concurrently with the first, after he was convicted of raping another child in his community.

Earlier this month, Rochdale Borough Safeguarding Children Board announced that a serious case review into the exploitation would be held.

The board’s chairman Lynne Jones told the BBC that the review would look at the experiences of four young people and how agencies responded to their needs.

The review would focus on what help was available to the girls in the early stages of their ordeal and how reports of concern about the victims were handled.

‘And because they’re vulnerable they ply them with gifts, they give them drugs, and then of course they’re trapped.’

The revelations come only three months after it emerged that social services in Rotherham had known for six years that a teenage mother, murdered for bringing shame on the families of two men who had used her for sex, was at clear risk from predatory gangs.

Laura Wilson, 17, had been groomed by a string of men before she was stabbed and thrown into a canal to die for informing her abusers’ families of the sexual relationships.

Her killer Ashtiaq Asghar, who was 18 at the time, was given a life sentence and will serve a minimum of 17-and-a-half years after he pleaded guilty to murdering Laura in October 2010.

But it emerged in June that Rotherham Council’s social services were well aware she was at risk and had received information about certain adults suspected of targeting her from the age of 11.

A serious case review report confirmed that Laura had dealings with 15 agencies and identified ‘numerous missed opportunities’ to protect her.

It stated that she eventually became ‘almost invisible’ to care professional.

Rotherham Council’s Cabinet member for services for children, young people and families, Councillor Paul Lakin, said: ‘There is no question that we will do whatever we can to protect our young people from harm in whatever form that threat takes.

‘The Council has already acknowledged publicly that there have been lessons learnt from previous work, cases and investigations and that the support offered to a small number of vulnerable young people has not always reached the high standards we always look to provide.

‘From that learning, improvements have been made and new services introduced and those developments will continue.

‘Following the recommendations from a serious case review, inspections and our own learning on other cases, the sexual exploitation team has recently evolved from the original youth service
project into the new multi-agency service to improve preventative and support work along with boosting efforts to investigate cases and bring people to justice.

‘We are also maintaining our major investment in protecting children at a time when public sector budgets are under increasing pressure.

‘We have pledged our commitment by prioritising the amount of money being put into safeguarding services along with prevention and early help work with families to help ensure they get the support they need.

‘Sexual predators do come from different sections of the community and are criminals who need to be brought to justice regardless of their background.

‘We have worked closely with communities and community leaders across Rotherham in recent years to enlist their support in helping to tackle some of these issues and to educate people about sexual exploitation.

‘The response has been very positive and our commitment to continue to tackle this issue is shared by local agencies and our communities.’

South Yorkshire Police are yet to comment on the documents.

THREE MEN have been arrested following a protest in Birmingham city centre this afternoon (Friday 21 September).

The protest, which started near to the Bullring at around 3pm, reflected concerns about an online film which many people believe insults Islam.

It was only when the majority of peaceful protestors started to leave, that a small group of young people exploited an opportunity to cause trouble by running through the city and throwing a number of stones towards officers.

In addition to the arrests, other trouble-makers were quickly contained by local officers, searched and ordered to leave the city centre.

One police officer was assaulted and sustained minor injuries which did not require hospital treatment. No other injuries and no other crimes were reported.

The police have no power to ban static and have a positive duty to facilitate that right as Superintendent Richard Moore, from Birmingham Central police station, explained.

“In these circumstances we have a responsibility not only to maintain the peace and safety of the city centre, but also to facilitate and support peaceful protest.

“In this case is deeply regrettable that a small proportion of otherwise peaceful protestors behaved so badly and caused the officers present to take enforcement action.”

“I would like to reassure members of the public that when people step outside of the law, then our officers will take the necessary action.”

The three men remain in police custody.

Shops and businesses in the city remained open throughout the protest although some made the independent decision to temporarily limit access to their premises.

Police used Twitter to dispel inaccurate reports on the nature of the protest and scale of the disorder.

Gwent Police is appealing for information to trace 33 year old Sodor Alom who failed to appear at Cardiff Crown Court in August of this year.

Sodor Alom was charged with rape following an alleged incident in Newport in January of this year. He was due to appear for his Plea and Case Management Hearing on August 12th but failed to appear.

He is described as of Asian appearance, five feet six inches tall, medium build and with very short dark hair. He speaks Bengali and a little English. He states he is a chef and may well seek work in the catering industry.

Riot police used rubber bullets and deployed a helicopter to try to stop the trouble, which intensified throughout Monday night.

‘The situation got out of control and spread to nearby streets,’ said a police spokesman.

‘Soon hundreds of rioters were involved. They were setting fire to bins and to cars and attacking anybody who tried to stop them.’

North Amiens is one of 15 tinderbox ‘priority security zones’ identified by the government as requiring increased policing.

There have been sporadic incidents of violence in the Mirail area of Toulouse all week, with police threatened as they tried to arrest a Muslim youth.

Mr Hollande, who is keen to prove his Socialist government is tough on crime, yesterday sent interior minister Manuel Valls to Amiens to say that ‘everything would be done to combat violence’.

But Mr Valls was jostled and booed when he arrived, with locals accusing him of being as insensitive to the concerns of low-income immigrants as Nicolas Sarkozy was.

The far-right Front National party, which has huge support in the depressed north of France, tried to link the riots with ‘mass immigration’ causing ‘huge insecurity’ across the country.

A local mayor in Amiens blamed mounting social tension for the trouble, saying those on isolated estates faced discrimination in everything from housing to employment.

Gilles Demailly, the Socialist mayor of Amiens, said: ‘There have been regular incidents here, but it has been years since we’ve known a night as violent as this, with so much damage done.’

He estimated that around £800,000 worth of damage had been caused by the latest riot.

France is notorious for locating immigrant families, including thousands of Muslims from its former North African colonies, on rundown housing projects such as Fasset, where the worst of the latest trouble broke out.

Summer rioting represents a huge challenge to Mr Hollande during a period of record unemployment and economic decline.

Thierry Mariani, a member of the conservative UMP party and former minister for transport, called for a ‘tough response’ from the government.

He said: ‘If it is confirmed that officials responsible for defending the law have been shot at by thugs then this is totally unacceptable.’

A state of emergency was declared in 2005 as hundreds of towns and cities went up in flames, with Mr Sarkozy sending out extra police.

A high-flying British executive accused of calling the Prophet Mohammad a ‘complete paedophile’ is facing up to three years in a Dubai jail.

Deep Marwaha allegedly texted a Muslim colleague with a volley of abuse after he performed a holy ritual while the pair were working in Saudi Arabia.

The 35-year-old, a manager at UK-based conference organising firm Informa, was said to have texted fellow Brit Khalid Shafique with the words: ‘F*** you, f*** your Islam and f*** your prophet. Your Prophet Mohammad is a complete paedophile. Now show what you can do. I know lots of sheikhs.’

Fellow Informa colleague Mr Shafique, 34, complained to police that Marwaha was angry when he went to perform Umrah, a form of pilgrimage in Mecca, when their business meetings were over for the day.

He resigned from the company and claimed he received the insulting text message two days later at 1.15am.

But Marwaha, who went to £15,000-a-year Latymer Upper School in west London before studying at Middlesex University, denied sending the abuse and said he was sleeping when the messages were sent.

His lawyer persuaded judge Zakariah Abdulaziz to postpone his trial so he could conduct a technical experiment to show how text messages could have been sent from the defendant’s phone remotely by someone else.

Both Marwaha and Mr Shafique, who are British but live in Dubai, are frequent visitors to Saudi Arabia.

Marwaha, whose family is of Indian origin but was born in London, has been heavily involved in £17 billion Saudi government plans to overhaul the infrastructure of Mecca, the holy city for Muslims, and was a key organiser of a Future Makkah (Mecca) conference in Jeddah last year.

His brother Rohan was recruited in 2002 as managing director of Cityscape Dubai, staged by Informa and one of the world’s biggest property sales exhibitions, and he followed him to the Middle East four years later to help manage branch offices around the region.

Marwaha has been manager of Informa’s Saudi Arabia office for the past three years.

Mr Shafique told police the pair flew to Saudi Arabia for business meetings on March 11 but while Marwaha stayed in their hotel when their work was finished, he made his way to the pilgrimage site.

Marwaha allegedly became agitated with him at the airport as they left, telling him prayer and pilgrimage were not allowed under company rules.

Mr Shafique said: ‘He asked me why I had performed Umrah. I asked him why I should not have gone [and that] I went in my free time to pray.

‘He said prayers and Umrah were not part of our company’s policy. I resigned on March 15 and on March 17 I received offensive messages from his mobile phone.’

The defendant, who is charged with insulting Islam, denied sending any texts, saying in a written statement to the court: ‘I was asleep when the messages were sent.

‘I was surprised when I saw the texts. Maybe someone abused some sort of technology or computer programmes and forwarded those messages.’

The trial was adjourned until September, when he will try to prove how someone could have used his phone to send texts remotely.

If he is convicted, he could be jailed and deported after his sentence.

In May this year, British landscape architect John Hall, 42, was convicted of blasphemy and fined £840 for complaining about ‘damn mosques’ in a business meeting in neighbouring Abu Dhabi, the capital of the strictly Islamic United Arab Emirates.

Marwaha was unavailable for comment yesterday.

Police West Yorkshire have arrested 10 men in Bradford & Keighley in connection with the sexual grooming of a 14 year old schoolgirl.  Although the report doesnt say that its Muslims it looks exceedingly like they are.In fact il show my arse on the town hall steps if it turns out theres no Muslim involvement in it thats how certain i am.The reasons being, Bradford and Keighley are Muslim enclaves , underage sex and grooming gangs are a big Muslim problem.its what they do…The fact Community leaders in Keighley, including the town’s MP and councillors, have been briefed by police about the operation.is the usual police tactic of tip toeing round serious issues regarding Muslims. You never ever here this when its non Muslims involved. Ten men have been arrested by police on suspicion of committing serious sexual offences following raids across the Bradford district.

The arrests were made as part of an ongoing investigation by West Yorkshire Police, which is believed to be linked to sexual grooming.

The men, who were arrested when police swooped on Wednesday, have been released on bail pending further inquiries.

The investigation is thought to relate to alleged offences against a 14-year-old Keighley girl.

Community leaders in Keighley, including the town’s MP and councillors, have been briefed by police about the operation.

A spokesman for the police said: “There were ten arrests made across Bradford district on suspicion of serious sexual offences. All ten have been bailed. Because it is an ongoing investigation the force cannot disclose further information at this time.”

Eight of those arrested are understood to be from Keighley and two from Bradford but police would not confirm exactly where the raids took place.

Keighley Central Labour Councillor Abid Hussain said he had been informed of the operation by the town’s police.

He said: “The police have done what they should be doing in arresting these people. It is disappointing. However, I fully support the police and will work with them.”

His colleague Khadim Hussain said: “I have heard that the police are carrying out an operation. I am aware there is an operation into sexual exploitation. The police have taken action but, at this stage, we need to wait and see what will happen.”

Keighley MP Kris Hopkins said he had been briefed on the operation.

He said: “I was made aware that it was a serious operation and I was grateful for that information. I want the police to be able to carry out their investigation fully and to make sure that a fair process is put in place to let justice prevail.”

Bradford Council leader Councillor David Green refused to comment.
